Upwork is maybe better than Fiverr for buying backlinks but that’s only because the prices are much higher as the Upwork freelancers will be trying to rent their links to you for a monthly package and other overpriced stuff like that.

Either deleting the links you paid for, or getting their domain penalized that it ends up being a worthless backlink or may even hurt your reputation for having a backlink from their PBN network. The only safe approach is building out your own network of high quality sites and surgically linking them when appropriate.
